| Nowadays, the development of high technology industry has become a significant symbol of national science and technology strength and the comprehensive competitiveness. Facing the increasingly fierce competition in the international, how to develop and expand our high technology industry is an important and difficult issue. Shanghai, as the frontier city in china,has pay great attention to the high technology industry development, meanwhile the high technology industry has played an important role and become an important support.There exists the theoretical and realistic meaning when choosing Shanghai high technology industry as the research object.Based on this view, analysis the high technology industry in Shanghai by using the theory of industry and technological economics, then analysis the influence of Shanghai high-tech industrial technical efficiency, finally to find the problems from the root and provides policy Suggestions according to the relevant conclusion.Firstly, in order to find out the solution to this problem,we must establish the theory that how the technical efficiency to promote the development of technology industry,that is we should establish a model to explain the reason.Then,on the basis of former analysis,we should choose a reasonable measure to acculate the technical efficiency. Considering the output often lags somewhat behind the input in R&D activities,so we selection two years as the delay time.for instance, the efficiency of input in 1999 is measured by the date of output in 2001.Those work can help us to determine the analysis modle and the panel data of time.Later, we analyse the development of high technology industry (aerospace industry. Computer and office equipment manufacturing. electronic and telecommunication equipment.manufacture of medicines and medical equipment&instrumentation), which includes the industry's scale,structure, contribution, and R&D investment and summarize the high technology industry's characteristics.Secondly, we caculate the technical efficiency by using DEA method.Among a lot of variables,we chose the number of person in R&D activities as X1, the number of enterprises as x2, the number of Scientific institutions as x3, R&D investment as x4, financial institutions loans as x5, enterprise capital as x6, government funds as x7, new product investment as xg.Through this we realize there exists differences among these industries,and we also find out the development trend among these industries.Once again,we analyse the influence of high technology industry's technical efficiency in Shanghai. On the basis of former analysis,we choose some variables as the important factors used in BC method.Though this method,we get the conclusion that which factor is more important than others.Finally, we get the conclusion from this research. In this study, we find out the solution to the problems, we provides policy Suggestions according to the relevant conclusion and finish up with the liminations of this study and prospects for future research.In recent years, Shanghai release a long-term plan for science and technology development (2006-2020). This provides new opportunities and challenges for Shanghai high-tech industrial development. How to promote Shanghai high-tech industry out of "high consumption, high investment, low income" growth mode, how to build the industrial environment lead to better development of high technology industry, how to create a good innovation atmosphere, how to break the "bottleneck" are very important to the enterprises and state. Finding out the problems exist in Shanghai high-tech industrial development process, and analysis the reasons, these conclusion has important significance to formulating relevant policies and creating a good business environment.This conclusion based on the different industries, after the acculate,we study the influence of high technology industry's technical efficiency in Shanghai.within the combination of theories and practices,this study become more persuasive. |
