| In order to realize the implementation of the "1149" strategic engineering of Yunnan Power Grid Corporation, Kunming Power Supply Corporation set up target-oriented organization performance assessment means for various grades of basic units. Through focusing on such two core targets as end-users'degree of satisfaction and power supply reliability surveyed by the third party, the corporation set up corresponding targets and decompose the whole targets into executable parts.64 pioneering targets are set with 192 items of detailed quantitative and qualitative assessment means for various departments and basic units, which have made the work behavior of various departments and basic units go accordance with the work requirement and work progress of Kunming Power Supply Corporation.This article is going to disentangle theoretical achievements of foreign and domestic human resource management and organization performance appraisal. Starting with basic theory for organization performance management, basic methods for organization performance targets and assessment procedures, the article utilizes critical incident method and direct judgment method to decompose the organization performance targets and weighing to various units on the base of giving full analysis to the human resource and real work situation in relay protection institute, and the article sets up the corresponding organization performance assessment procedures.
