Under new economic environment, because element of production structure across regions is changing, transfer of industrial cluster more popular than before. Between each area's industrial shift is the connection different area economic development and industry restructure links , but the industrial cluster region shift is one special industrial shift which receives scholars' attention more and more.Under value chain governance pattern industry shift connotation action mechanism,where its mechanism of transfer power? What are the impact factors? Whether the transfer of all areas of industrial clusters is same ? These are the focus of this study. These are not only the front theory question but also the important realistic question, urgently needing study earnestly, and instructs the Chinese industry and the enterprise development practice.Firstly, the value chain governance based on the basic concepts and theories are described, in summarizing the research of other scholars at home and abroad on the basis of the value chain to define the content governance, value chain governance research that is through the value chain to achieve the company relations and institutional arrangements, so as to realize the value chain within the different economic activities and coordination between different segments, because of its inherent economic environment as the new fragmentation and outsourcing, all sectors of the industry chain distribution of power does not flash equality, product differentiation, production and competitive strategy.
