Study On Institutional Innovation To Promote Integration Of Industrialization And Information In Liaoning

The integration of information technology and industrialization is an important strategic move to realize new industrialization promoted by the Seventeenth Party Congress. The integration of information technology and industrialization is the inherent requirements to achieve economic growth and structural upgrading. The Integration of information technology and industrialization is a new proposition which needs to continue exploring and practicing, and the process of promoting integration of information technology and industrialization, is both the process of technical innovation, but also the process of institutional innovation. It is very necessary to research and improve institutional mechanisms to adapt the integration.The strategy to revive the old industrial bases in Northeast China provides a valuable historical opportunity for the industrialization and information technology integration of Liaoning Province. Integration of information technology and industrialization in Liaoning Province should adhere to the approach of "information technology to stimulate industrialization, industrialization to promote information technology", we should also increase the application of information technology to transform traditional industries, and effectively achieve the integration of industrialization and information development. Construction of a sound institutional mechanism is a protection to continue promoting the integration of information technology and industrialization. As an industrial province of Liaoning, in the development of integration, Liaoning inevitably faces the shackles of traditional institutional mechanisms.This paper first outlines the theory of integration and institutional innovation, then analyzes the development of Liaoning Province, the status of integration of the two institutional mechanisms and status of focus from the property system, investment and financing system, taxation system, science and technology system, technological innovation system, personnel training and incentive mechanism, driving mechanism, risk investment mechanism and policy aspects of regulatory mechanisms of the nine existing institutional mechanism of Liaoning Province and its impact on the integration of the two.
