Migrant Workers Return

The large-scale and cross-regional mobile of the rural labor appear in the reform and opening up in the history of China's industrialization and urbanization. At the same time, there have been striking out the phenomenon of migrant workers return. Based on the existing research results the paper makes a deep analysis for the causes and economic effects.Firstly, this paper reviews and analyzes the different stages of returning migrant workers and their return to background characteristics, based on this; we make a structural analysis of the basic characteristics of migrant workers from age, gender, marital status, cultural quality, return and other aspects of regional and industry. At the same time, we believe that the phenomenon of the migrant workers return has a temporary and specific stage feature. The peasants and the urban labor flow to non-agricultural sectors are still the inevitable choice of farmers and the historic mainstream with the development of the industrialization and mercerization reforms. Secondly, the paper makes a systematic analysis for the influence of the reasons for the return of migrant workers by establishing the mathematical model. The following conclusions:the number of returning migrant workers is inversely with the output level, the time of the migrant workers staying in the city, capital prices, and wage level, and is proportional with the cost of migration, rural incomes, urban unemployment; the factors which influence the decision-making of migrant workers return are gender, age, marital status, educational level, migrant workers, age, income level, work skills, family situation to be support for the elderly, children educational situation and changes in macroeconomic conditions, etc. The decision of the migrant workers return is a rational choice with all these factorsThirdly, the paper makes a detailed analysis of the economic effects of the return of migrant workers. We consider that the migrant workers return have some positive effects for the agricultural production, rural economic development and economic development of the city, and have some adversely affect in the personal income of migrant workers, agriculture resources and employment environment. At the same time, the paper makes a deep analysis for the effects of migrant workers return to home business. We consider that the migrant workers return to home business has a positive meaning to the absorption of surplus rural labor force business, promote rural economic development, improve the level of urbanization. However, by its own factors, only individuals and migrant workers in the joint efforts of the Government, migrant workers return to home business will get a true success.Finally, this article summarizes the main conclusions based on the negative effects of migrant workers return; the government should create more jobs, strengthen the quality of training of migrant workers, establish a relaxed social security system for the migrant workers, encourage and support the returned migrant workers to start business.
