Study On Social Vulnerable Group Financial Support For The Construction Of The New Countryside

Currently in China, agriculture is the biggest weakness of industry, farmers are the largest disadvantaged group, with the country's strategic shift, the new rural construction helping the financial support of vulnerable groups began to receive attention from all sides. Since the reform and opening up, China's financial industry in the economic and social development played an important role, but in the face of building a socialist harmonious society and scientific development of the new situation and new request, financial sector reform development still have more suited for office, especially for vulnerable groups, vulnerable industries and a relatively backward areas of financial support and services are not adequate, therefore, vulnerable groups, financial service system building, not only the inevitable economic and social harmonious development requirements of self-improvement is an inherent requirement of the financial system.The first chapter introduces the research background and purpose of research ideas and methods of innovation and research potential and shortcomings. The second chapter reviews the financial support system for rural development process, from the construction of new countryside in China's financial supply situation, analyzes the supply of rural financial problems and the supply shortage. The third section describes social vulnerable groups through innovative financial helping tool:small-amount credit loans in the concrete practice of foreign and domestic, should be analyzed and the reference experience. The fourth chapter of the new countryside construction helping vulnerable groups to support the financial system innovation: Construction of rural financial system and put forward the one hand, formal financial arrangements need to adjust the structure of policy finance, commercial finance, rural cooperative financial re-positioning and adjustment functions, establish reasonable and effective in the operating mechanism, on the other hand is based also on actual situation, guiding and developing nongovernmental finance, so that the financial arrangement informal can effectively play the role of complementary and aid. The fifth chapter introduce specific practices about "three rural" of The Agricultural Bank of China, and related to a case study in order to explore China's characteristics of rural financial development path, break "three rural" problems of financial services and provide experience to some useful reference. The sixth chapter will conclude my thesis and policy recommendations, presented a brief conclusion and policy implications.All in all, the new rural construction is a vast complex systems engineering, the limited financial resources can only complement to determine their basic role and guidance, and financial need to play a more crucial role, therefore, the new rural construction helping vulnerable groups, in particular, need the support of the rural financial system.
