China's textile industry has suffered the double constraint of labor costs and ecological environment, the Midwest gradient transfer has become very inevitable. Relative to the western, the middle part have better undertake advantage in natural resources, the population, resources, industrial base and so on. Based on the central three-wire city -- Anyang explore how to actively undertake industrial transfer and development the local clothing brand. In the industrial transfer process, promote industrial upgrading, but not just industry migration. Through to the local female outfit brand clothing market and consumer's analysis and research, argue the urban new female of 25 to 35 years who have the stable income and occupational could be target consumers to establish local women's clothing brand. According to the current situation of Anyang local brands, puts forward that the brand maintenance after the establishment of brand cannot be ignored. There are many small and medium-sized cities just similar with Anyang, this research results can give these cities some reference.
