Research On Obstacles And Countermeasures Of The Basic Endowent Insurance Achieving National Planning In China

In China,the basic social pension insurance achieving national planing is significant to solve the relation of the basic pension insurance transfer in cross-regional labor flow,to maintain the market economy a fair competitive environment,to narrow the gap between rich and poor and to issue the social insurance law successfully. However, the reality is there are many obstacle factors hindering the basic pension insurance achieving national co-ordination, this paper based on these barrier characteristics proposes countermeasures and designs specific programs to provide practical applications for a policy of the basic insurance achieving national co-ordination.The paper is organized as follows:The first chapter describes the paper background, significance, literature review, the definition of related concepts, research methods, and innovation points. The second chapter provides theoretical supports, in which there are theory of large number law, theory of social justice, theory of income redistribution and game theory,and practical basis of the basic social pension insurance overall level.The third chapter analyzes status and feasibility of the basic social pension insurance at national co-ordination. At present,in the case of low pooling level,believe that there are many problems that the root of solving is to achieve the basic social pension insurance at national pooling,and prove that,on the basis of existing conditions,if our country'basic social pension insurance.realize National co-ordination in 2008,it is feasible. Chapter IV is to comprehensively analyze these barriers of the basic social pension insurance achieving national co-ordinating, and the conclusion is that a huge gap in basic endowment insurance system, economic development, population structure,etc of different regions and the formed local self-interest behavior have a serious obstacle to the basic social pension Insurance achieveing national co-ordination. The fifth chapter is strategy research for achieving the basic social pension insurance at national pooling. Research on obstacle conditions of the basic social pension insurance achieving national pooling, draw a conclusion,in which design specific program schemes orderly and comparatively analyze the optimal scheme selection of different time periods., that reducing the income redistribution across regions and clearing responsibilities between central and local governments are beneficial to the.Chapter VI is,acord to emergent problems on the process of pooling level heightening national co-ordinating,to give sound policy.
