The theory of Whole Life-Cycle management is a quite popular management theory international, In the 1960s the US has had this concept for the control defense appropriation, and in the 1970s by the military to the civil transformation, obtained the widespread application in the engineering project management. The domestic this aspect's research only obtains the preliminary application in reality, has not been able the overall evaluation project construction, the operation and the maintenance cost, realizes a more scientific design and a more reasonable equipment, the choice of material, realizes the items of basic construction Whole Life-Cycle the cost minimum in finally.The real estate project life cycle divides into four stages generally: Policy-making initiating a project time, design plan time, construction debugging time and use maintenance time. From cost angle embarking, each stage has its cost management emphasis point, and the system unifies in together, thus constitution real estate project capital expenditure frame. The policy-making initiating a project time stresses on the land cost appraisal, the design plan time stresses on the design proposal appraisal, the construction debugging time stresses on the budget change control, the use maintenance time stresses on the periodic inspection maintenance. The international present entire life cycle engineering project management theory namely through the foundation methodology's application, uses the advanced information technology and the method, reasonable definite and active control project cost, enhances the engineering construction project in each stage management level, thus achieves causes the item cost minimum the goal.But through to the domestic cost management actual situation's investigation, discovered that our country neglects the engineering construction project initial work stage generally since long the cost control, but often is places the project cost control main energy the project the construction phase. But according to the pertinent data statistics, in the conceptual phase, affects the investment the possibility is 75~95%; In the definition phase, affects the investment the possibility is 35~75%; In the construction drawing design stage, affects the investment the possibility is 5~35%. This requests in the project management to need application system's computing technique obviously, makes the improvement to project management's entire process management, and unifies the domestic actual situation, implements the entire life cycle project management to the real estate project. This paper adopt the theory of Whole Life-Cycle, Using the engineering technology economic method, unifies with the palace flower park residential district project's actual situation, studies a set to be suitable for the general real estate project cost management frame. And utilizes the mature information technology condition, will apply in the enterprise future real estate project this frame, will thus enable the project benefit to achieve the maximization.
