Currently, to develop economic ,the important tasks of Jiangsu are increase income of peasants and co-ordinate regional economic development. Finance is the core of modern economic development, in order to keep sustained and rapid development of rural economy, the key is to build a sound financial system. Jiangsu province is unbalanced regional economic development, southern, central and northern rural area of financial supply and demand situation is also different. Therefore, in-depth study on the regional characteristics of the rural financial, is not only help to raise farmers income, promote rural economic development, but also have an important role in Jiangsu province,s overall economic coordinated development.In this paper, based on surveyed data, to compare the regional rural financial needs, study from farmers and rural enterprises perspective view respectively. As the region different levels of economic development, the loan purposes, loan size, loan difficulties encountered are also different. By empirical analysis, tested the factors that impact the regional farmers and small& middle enterprises (SMEs) rural financial needs. Empirical results show that the factors that impact farmers financial needs include age, education .household income and expense, household cultivated land. From the SMEs, perspective, the developed southern area, the major factors include corporate owners education level and sales income. In central and northern regions, the factors that affected financial needs of SMEs are corporate type,corporate owners education level, corporate asset, and sales income. Based on the study, proposed regional rural financial development suggestions.
