Agriculture is the primary industry of national economic; meanwhile, cultivated land resource is the basis for sustainable development of farm as well as village. Hence, cultivated land protection is the overall strategy relating national economic and social sustainable development."Cherishing and using each piece of land as well as cultivated land properly"should be forever taken as one of the elementary strategies.China has made up the serious policy on cultivated land protection in order to protect cultivated land assuring food safety and social stability.Xinjiang lies in the northwest of China, covers 166×10~4 square kilometers, accounts for 17.3% of the territory of China. Owing to shortage of water resources, the cultivated land of Xinjiang only takes up 3.4% in China. Xinjiang strictly carries on and implements cultivated land protective policy of China in order to protect cultivated land, moreover, combining with local conditions, makes up local cultivated land protective policy. From 1991 to nowadays, thanks to the implementation of cultivated land protection policy, the quantity of cultivated land in Xinjiang increase to some extent, however, the quality of cultivated land is not drawn enough attention. The problem and work in current is how to evaluate the effectiveness of cultivated land protection policy and then indicate how to gradually perfect policy and regulation. Evaluation of effectiveness of cultivated land protective policy is to assess the practical effectiveness, to assure value-oriented policy to do decision making on the continuum, coordination and termination of relative policies, and then to provide theoretical support to make better cultivated land protective policy.This paper focuses on the evolution of cultivated land protective policy of Xinjiang and China to summarize the characteristics from different periods, and then make quantitative evaluation on cultivated land protection policy of Xinjiang from 2000 to 2008. It comes to the following conclusions: To begin with, Xinjiang's dynamic equilibrium of overall cultivated land is higher than that of China and be up to overall equilibrium; besides, equilibrium of cultivated land occupation and patch as well as land use regulation has been up to expected target; the gap between cultivated land acreage and conservation is 3.09×10~4 hectares which can not reach the expected target; the protection level of basic cultivated land has been decreased in recent years, it did not be up to 85% make up for 2007; Policies on development, governance and re-exploitation did not reach the target of autonomous region plan. Secondly, this paper selects 14 evaluation indices, applying with pressure-state-response mold to construct evaluation indices system to carry on integral assessment of effectiveness of cultivated land protective policy of Xinjiang. The result suggests that Xinjiang ranks at 19 in China and is in elementary class coordination; moreover, the effectiveness varies differently among 14 districts of Xinjiang. Thirdly, this paper provides a series of suggestions on enhancing the effectiveness of cultivated land protective policy.
