It is necessary to clarify the scope of the government responsibility and the policy measures, to avoid the blindness of market-oriented reform in the old age pension.In the fact that lack of enough responsibilities for current government in development of rural old age pension, this paper in-depth analysis what responsibilities the government should take in the development of rural old age pension, including guiding farmers to change the concept; promote the coordinated development of social and economic; perfect the legal system; to provide adequate financial support and policy support; improve the supervision and management functions and responsibilities of coordinating the relevant interest for the main responsibility sector.In this context, the most important government responsibility of three:one responsibility is the policy responsibility, the Government's attention and support is the premise of the establishment in the system; second, financial responsibility, the system is the inevitable measures in the process of social development to ensure that each of the farmers to survive, the Government has an obligation under the state's financial and socio-economic level of development to promote its implementation; the third is the legal responsibility, it means to regulate the rural social old age pension by law. In the rural areas of Guangxi, the establishment of the rural social old age pension system must be made by the government to co-ordinate the planning, increase investment, and actively guide and a strong push through the innovation of the system, structure, mechanism, policy, to complete the rural old age pension system.
