As a commercial giant dealing with retail and wholesale, Weifang Zhongbai Group with thousands of employees and a billion's annual sales has opened eleven large supermarkets in Weifang, Qingdao, Jinan and Rizhao of Shandong Province up to now. Especially since 2005, the group has developed with a really high speed, and the sales increased sharply. While the rapid development of the group made its original incentive and restraint model of human resource management lag behind. In order to figure out and analyze the existing problems on incentive and restraint of Weifang Zhongbai Group and then to resolve them, I conducted a 15-days'questionnaire for Weifang Zhongbai Group. Through it, I found out the existing problems on incentive and restraint of Weifang Zhongbai Group and presented the corresponding resolutions.Incentive is important content in human resources, briefly, which means stirring up the employees'motivation of work. The ways can be material, spiritual or the combination of the two to stimulate the employees'working enthusiasm and initiative. And then the assignments can be fulfilled and the management target can be realized. Our incentive for an individual behavior will lead to or eliminate the emergence of a certain collective behavior. That means incentive is not only working on an individual directly but influence others around indirectly. Incentive is helpful to form a competitive environment, which is essential for the whole organization. This paper mainly uses Maslow's Hierarchy of Needs Theory and Qian Yingyi's theories on the relationship of incentive and restraint as the theory basis. Meanwhile, I referred a lot of relative journals and used typical investigation method, bibliography-analyzing method, sample-analyzing method as well as some other research methods with the research system of "theory combined with practice" to analyze the existing problems on incentive and restraint of Weifang Zhongbai Group. In light of my understanding of the practical issues on incentive and restraint of human resources management in Weifang Zhongbai Group, I presented some new policies and new plans on daily human resource management based on the theory and method of "incentive and restraint" to improve the old situations of incentive and restraint in Weifang Zhongbai Group.I fully realized the establishment and fulfillment of the system of incentive and restraint influences an enterprise's success or failure to a great extent through the research on the problems of incentive and restraint in Weifang Zhongbai Group. The paper gave explanation combined the cases of Weifang Zhongbai Group and some innovation experience and policies such as using "Emergence System" and "Committee of Democracy Management" in enterprises are brought forward creatively. All those are excellent experiences from the deep understanding and practical operation of the human resources development and management theories. Furthermore, it can be referred by other business groups which have the similar problems. Therefore, the research on this subject has great meaning both on theory and practice.
