With the development of China's economic and society, urban rail transit construction, as the package of services, is converted to be one of the decisive factors in the urban development and a powerful hardware support to city's orderly expansion. In recent years, domestic mainland city is on construction peak period of urban rail transit, which is at unprecedented rate and scale to accelerate the urban rail transit transformed from the line into the net.The investment of urban rail transit construction is huge, and the flow of investment capital possesses the concentrated and intensive features. How to solve the problem of investment and financing diversification and balancing the cost of operating earnings (their own profits) better, has become the classic global problem, which attracts the focus of the industry's attention and bothers them for ages.This paper reviews domestic urban rail transit typical investment and financing patterns, such as Beijing Olympic Subway Line, the second phase of Shenzhen Metro Line 4, Beijing Metro Line 4 and Hong Kong subway, as well as overseas developed world national and regional patterns, such as London, Tokyo and Singapore. On this basis, the various investment and financing models, including PPP, TOD and other models, are studied and analyzed.The recent planning of Shenyang urban rail transit, current and recent main work are introduced in detail. Based on the analysis of characteristics of Shenyang urban rail transport and combined with current domestic policies and regulatory environment, it is put forward that Shenyang Railway Construction should adopt the three investment and financing modes, which are market, diversification and concession joint development (also known as the concession comprehensive development), BT and double compensation PPP concessionary management. It is suggested that the concession comprehensive development model be the emphasis to resolve the construction and operation of Shenyang urban rail.
