Because accommodation is an important people's livelihood problem, the Central Government, the State Council and the government of Shanghai attached great importance to resolve it, and are taking the people's housing condition improvement as the basic purpose for the city house system reformation and real estate business development all the time. During the past 20 years, because of the continuously deepen in the reformation of housing system, and sustained speedy development in the city house buildings, people's housing conditions have been improved greatly. But there is still a lot of problems which have not been solved, such as the housing ensures system that is not better enough, the policies and measures that are not match the reality, and the lower income family steal have a lot of difficulties in housing conditions. So, all levels of the government pay more and more attention to the housing security work recently.This article lay on the study about the housing filtration model and gradient expense theory, to comprehensive analyse the city staff's housing security needs and paying capacity on the basis of the overall housing situation's empirical analysis, and match with the present housing security system in Shanghai to find the existent shortcoming. And submit some suggestions on the development of Shanghai housing security system by using the practical experiences of the current housing security system in home and abroad.The research results of this article is to submit the thoughts in improving Shanghai housing security system, which can provide gradient safeguard and progressive filtration. The basic principle of the research is to satisfied people's basic living needs, then encourage the private property accumulation, and allow people to sell house when they won't want to rent, to compel housing filtration. The overall conception of the study is to support the medium income family to solve the housing problem on the basis of providing cheap rent housing to secure the lower income people, and develop the system of public renting, economy housing, subsidized interest of the commercial residencial building loan gradually. And when the gradient problem has been improved, begin to compel housing filtration. In addition, this article has submit other suggestions on how to improve the housing security in shanghai.
