With increasing public finance idea thorough popular feeling, county-level finance as the basic unit finance department, in the present financial system reform in face special mission, a variety of difficulties. On one hand, it is finance goes down to the basic unit platoon guide, on the other hand, it is in fact based on China's rise grassroots cells unit. At present, county and township government financial functions can not adapt to the needs of the development of rural economy and society, existence expenditure management does not reach the designated position, supervision and management, service lag issues such as weakening, seriously affecting the party and the government of benefit farming policy implementation steps to strengthen its agriculture. In view of this situation, gansu province will to improve financial oversight village cadres, fiscal policy executive ability as the main content, in order to improve rural finance cadre's quality as the key point, through planning, large-scale system training, strengthen county and township government financial personnel comprehensive ability, gradually formed gansu social and economic development advantage backwardness power.Based on the decentralization theory as guidance, on the current gansu county and township government fiscal system evolution and development trend for the comb. On this basis, from the definition of county and township governments financial functions, applying modern adult training the main method of theory (training needs theory, experience learning theory, training teaching design theory) and learning theory (learning connection theory, study cognitive theory), combining the gansu province county and township government financial institutions to analyze the current situation and foreign team of talent training, reveal to construct the gansu province county and township government financial personnel training system, at the same time, using a systems analysis, comparative analysis, feasibility analysis, qualitative analysis with quantitative analysis, the method of combining the county-level financial staff job training process (training needs analysis, determine training objectives, training design, training plan implementation, training effect evaluation) to conduct a comprehensive system of research.
