In order to smoothly implement the brand strategy of Wanghai Tea, Ningbo Wanghai Tea Development Co., Ltd has been founded in the form of joint stock to implement the brand strategy of Wanghai Tea by the market-oriented operation. The ISO 9001:2000 quality management system has been introduced into tea enterprises to improve the management and service, enhance product quality management and promote the development of regional brands.As a tool for quality management and quality assurance, ISO 9001 international standard is the most comprehensive quality standard system with most widely applicability and can be applied to the organizations of different scales engaged in all kinds of economic activities in the national economy. With the introduction of ISO quality management system standard, the ISO 9001:2000, HACCP system and the GAP system are compared from the perspectives of application scope, concern point and concern view, indicating that the ISO 9001:2000 standard is particularly well-suited for the development demands of Wanghai Tea industry with the combination of adoption situation of ISO 9001:2000 standard at home and abroad and in the tea enterprises.The establishment of the quality management system completes the preparation of quality manual, procedure files, work instructions and record forms by the following five steps:planning and designing quality management system, preparation of quality management system files, trial run of third-order system files, internal audit and management review of the quality management system and third party audit of the quality management system, and the quality objective has been determined as:the customer satisfaction will be up to 82% within 3 years with the annual growth rate of 2 percentage points on the base of 76%; the product satisfaction rate will be up to 81% within 3 years with the annual growth rate of 1 percentage point on the base of 78%; the Government satisfaction will be up to 81% within 3 years with the annual growth rate of 2 percentage points on the base of 75%.1 quality manual,18 procedure files,14 managing files,8 technical files and 60 record forms have been drafted. With the implementation of ISO 9001:2000 standards, the Company has improved the quality management, controlled the product quality and set a good brand image, and the customer satisfaction rate has been increased, the market effectively exploited and product cost reduced, guaranteeing the Company's steady progress.We have carried out the effectiveness verification of the quality management system to determine the satisfaction of customer, product customer satisfaction, employee satisfaction, supplier satisfaction and Government satisfaction via 5 evaluation and 16 attribute indicators, and determined the relevance of effectiveness evaluation indicators and the weights of indicators through questionnaires, calculating the degree of membership and normalization method to obtain the effectiveness evaluation system of the quality management system. We have concluded that the overall evaluation result of the effectiveness of the quality management system N=0.7596 by determining the decision remark collection of attribute indicators, providing the score scale of satisfaction evaluation indicators, carrying out questionnaire and calculating the degree of membership. The overall evaluation result of the effectiveness of the company quality management system N is 0.7596, which is within the range of 1>N≥0.75 and the quality management system operation should be considered effective. The customer satisfaction is 78.12%, product customer satisfaction 79.28% and Government satisfaction 79.15%, all of which have not only met the requirements of quality objectives but ensured the steady annual growth rate of satisfaction, demonstrating the effective operation of the quality management system. The employee satisfaction is 71.24%, supplier satisfaction 71.23%, both of which are to be improved.It has been an agricultural development model to make success in regional brand development to carry out brand operation and implement ISO 9001 quality management system with the company as the leading role in the market. The Government satisfaction is absolutely critical in the industrial development; the quality objective is determined relatively low due to the considerations of both quality control and increase in production.
