| Basing on the qualitative analysis of the present situation of the patterns of developing agriculture through science and technology, this paper discusses the establishment of the evaluation index system and the achievements assessment methods for the patterns of developing agriculture by science and technology. It also makes the quota performance appraisal for several current patterns of developing agriculture through science and technology. All these will optimize and consummate the countermeasures of the patterns of developing agriculture through science and technology, and will be beneficial to enhance innovation ability and popularization of the agricultural science and technology and in the end promote the development of agriculture through science and technology in Fujian.The paper adopts the methods of combining theoretical and empirical analysis, qualitative and quantitative analysis. It summarizes the existing situation and also analyses the restriction factors of the patterns of developing agriculture through science and technology in Fujian. Basing on the principles of systematic, scientific, comparability and operability, it sets up the evaluation index system and the achievements assessment methods from several aspects like the benefit from economy, society and ecology, introduction and popularization ability of the scientific achievements, the technical innovation ability, etc. At the same time, it sets the weights and the standard values by using the expert consultation method. The paper quantitative analyses the projects of the patterns like Fujian spark program, group contracts, technology special representatives, etc. The results show that the mechanism of technology special representatives effectively promotes the innovation and transformation of scientific and technological achievements, group contract pattern helps developing agriculture through science and technology in large-scale to promote the economies of scale, spark program pattern improves the technological innovation ability of township enterprises to promote agricultural industrialization by developing rural characteristics and competitive industries.The paper proposes the following countermeasures to optimize and consummate the patterns of developing agriculture through science and technology in the new periods:establishing a wide range of science and technology promotion organization system which takes the government as the leadership, enterprises and nongovernmental power as supplement; science and technology promotion mechanism which national support and market-orientation are complementary, free service primarily and paid service auxiliary. Science and technology special representative system and spark program are also carried out. In doing so, innovation model of achievement transformation in close connection with agriculture, science and education will be formed. |
