Garlic's Substantial fluctuations ,dull of sale, sudden drop of exports for various reasons have brought serious crisis about the garlic industry in Henan Province since 2007. However, starting from June 2009,Garlic market is abnormal prosperity, its price has began to rise rapidly and frown farmers and acquisitions have become smiling. Grower and relevant purchase enterprises in Henan is possible to face difficulties of selling garlic, but Henan garlic Logistics System is one of the important measures in order to solve the problem of garlic market fluctuations. Garlic international logistics systems have relationship with selection of garlic, circulation processing, distribution, export and entire chain.This article is applied research combined theory with practice, and logistics system theory and modern Logistics and supply Chain Theory are applied to construction of Henan garlic international logistics System, reduce procurement and logistics costs, improve the response speed of demand of market and ultimate customer, improve the competitiveness of products in the market and ultimately achieve the optimal overall and elements objective of the logistics system. Using standard analysis, empirical analysis, static analysis and dynamic analysis methods, this article studies construction and optimization of Henan garlic international logistics system as fully as possible supported by experience of existing logistics system and foreign logistics system.This article analyzes the changes of garlic acreage, production, export volume and price Henan garlic based on data in recent years, then, it analyzes the structure of exports ,flow direction and flow of Henan garlic. Through analyzing the agricultural logistics systems in United States, Japan and the Netherlands, summarized its logistics system construction, system operation and enlightenment; it analyzes own strengths, weaknesses and external opportunities and threats in construction of Henan garlic international logistics system using SWOT analysis method. This article builds Henan garlic international logistics system to improve economic efficiency and international competitiveness based on Modern Logistics and the development experience of domestic and international agricultural logistics system. It builds from the perspective of structure of Henan garlic international logistics system, the structure analysis and logistics center location, and also studies countermeasures to ensure the Henan garlic effective operation of the international logistics system. Using modern logistics economic theory and logistics system theory, it establishes agricultural products international logistics center of the main fluid based on garlic ,making fully a effect of standardization, intensive and scale of logistics organizations, to achieve a good flow of economic benefits, to upgrade the competitiveness of garlic in the international market, to promote rapid economic development in Henan.
