With the increasingly fierce competition of cigarette market, cigarette products' innovation has become an important business tool to increase profits. Cigarette brand creation and cultivation can not do without product which is a "foundation." However, the Chinese tobacco industry is not strong product innovation capabilities, while flue-cured tobacco type dominated, single structure, product homogeneity is so severe that tobacco can not effectively meet the market demand for multi-level, on how to improve product quality, reduce health hazards of smoking and meet the challenges before the WTO is still slow. This is of course subject to the domestic tobacco industry, the lack of high-level R&D personnel, lower input intensity, innovation and strategic ambiguity constraints, etc., but the cigarette product innovation and the low level of project management is clearly restricting tobacco industry to improve product innovation factors can not be ignored. Cigarette market, increasing competition, faster product replacement, the domestic tobacco industry in recent years, dozens or even hundreds of launching new products, but can survive is rare at all. Therefore, the study cigarette product innovation project management, sustainable development of the tobacco industry has important theoretical and practical significance.This first set of product development theory based on the knowledge and experience of these theories to analyze tobacco product innovation process and later laid a theoretical foundation for empirical research.
