China's foreign trade has achieved leap-forward development since the reform and opening up from 1978, which has become one of the largest trading nations in the world. But big trading nation does not mean that China is the powerful one, there are still many problems that China should overcome, such as low value-added export products, lack of international competitiveness, imbalanced foreign market and trade commodity structures, lower-level of high-tech industries, inefficient foreign trade management system. China has promoted the implementation of a series of strategic trade actions, which refers to the overall foreign trade development planning of a country in a historical period, usually designed to achieve a particular goal of trade development in the long term, such as import and export strategy, the strategy of market diversification, the strategy of quality differentiation, the strategy of revitalizing trade through science and technology, the strategy of broadly-based foreign trade and economic cooperation, the strategy of free trade zone, going global strategy and bringing-in strategyIn this paper, a combination of theoretical and empirical methods is used to summarize such strategic trade actions that implemented since 1978 and giving a comprehensive analysis on the trade effects of strategic trade actions respectively. Based on the analysis, a comprehensive evaluation of the trade action had been made, and provided some recommendations of building a strategic trade policy system under China's open economy system in the new era. The main thesis is divided into three parts:First, analyzing the overall trade effects of the strategic trade actions, which focused on the analysis of trade growth, structural change in import and export and expansion of investment, coming to its positive effect is reflected in the increasing in trade volume, improving in international competitiveness of export goods, and changing in trade structure and FDI; meanwhile, its problem is reflected in a higher dependence on foreign trade that makes Chinese economy face significant risks, highly concentration on a few of export markets, while high-tech and high value-added products that remain at a lower stage.Second, all of the strategic trade actions are divided into three parts:export-related, import-related and strategic trade actions of promoting trade regulation system reform and economic opening up. Coming to a conclusion that each part of the strategic trade actions have played a different but important role in promoting trade development through analyzing the overall and specific trade effect of three typical strategic trade actions. The strategy of revitalizing trade through science and technology has produced positive effect in promoting the development of high-tech industry and merchandise exports, but there are also some problems referred to highly concentration of high-tech exports and imbalanced export markets because of different influences on different fields and industries. The strategy of free trade zone has brought static trade effects, such as trade creation and trade diversion, as well as positive dynamic effects, such as economies of scale, expansion of investment and division of labor within the industry and industrial restructuring effect.Third, giving proposals of building the strategic trade policy system under an open economy that based on the analysis of positive effects and problems resulting from the implementation of the strategic trade actions, which would coordinate domestic economic policy and trade policy, and bring the trade development and the national economy development into a unified system. There are four levels of the policy system, the first layer is to determine "compatible" strategy as a guiding strategy on the basis of import substitution and export-oriented strategy; the second layer is to enact related strategic trade actions; the third layer is to formulate trade polices under such trade actions; The fourth layer is to establish policy evaluation and early warning mechanism system.In summary, the strategy trade actions since the reform and opening up have produced several positive trade effects and resolved outstanding problems in different historical periods during the development process. In the new century, it's necessary to bring the strategic trade actions and trade policies into a unified policy framework, in order to promote the sustained and healthy development of foreign trade, and realize the transformation from a big trading nation into a powerful one through the strengthening of policy coordination.
