The Current Status And Strategy Of The Circulation Of Land In Fuzhou Village

Rural economy, rural development and rural demography remains to solve our current problems。China's farmers are basing on land for survival and development, how to improve the efficient use of land resources is the basic of solving the "three rural" issue。The traditional rural household contract management system limits the circulation of land, resulting in rural land use and minor pile shortage and other issues。In a market economy, the land as an important production factor, should be configured by the market mechanism, to make the circulation of land speeded up, so the limited land resources can achieve greater economic benefits。However, the circulation of land itself is very complex, involving in the interests of many parties, the circulation of land in Fuzhou village isn't smooth because of many affected factors。Therefore, analysing the status,problems and restricting factors of the circulation of land, and using targeted measures to promote the circulation of land, to achieve the industrialization of agriculture and large-scale operation, plays a important part on resolving the "three rural" issue。An introduction of the article introduces the research background,research significance,research methods,innovation and insufficient。The article is divided into six chapters。The first chapter defines the relevant concepts and theories of the circulation of land, and summarizes the research status of china and foreign of the circulation of land。As the research background of Fuzhou's circulation of land, the second chapter describes the necessary, the basic principles and current status of China's circulation of land, based on datas of Second National Agricultural Census in 2007 and the survey of the circulation of land of 22 townships in Fuzhou village。The third chapter is the introduction of the developing history,motivation,status and developing trends of the circulation of land in Fuzhou village。The fourth chaprter analyzes the effectiveness and problems of the circulation of land in Fuzhou village。The successes is promoting the transfer of rural labor and the process of urbanization; promoting the adjustment of agricultural structure and increasing the industrialization of agriculture; promoting the scale of operation of agriculture and speeding up to build the scale base of agricultural production; promoting the progress of agricultural processing industry and increasing the income of farmers and village collectives。There are some problems-some grass-roots cadres and farms don't know much about the circulation of land;the scope of circulation of land is gradually expanding; the circulation of land with the wishes of farmersis increasing; some policies is not conducive to the circulation of land; the dispute of compliance process is increasing; the majiority of circulation of land is private transfer。The fifth chaprter at first analyzes influence factors of the circulation of land in Fuzhou village from the land rights system,the social security system,regional characteristics,family characteristics and the development of the land transfer market; then I invite 24 experts and scholars of the circulation of land who completed questionnaires and analyse the collected datas, order the weights of these factors with the level of analysis-the proportion of non-agricultural employment, agricultural income, the market of the circulation of land, the land system and the social security system, intermediary organizations。This chapter is the focus and the innovative part of the paper。The sixth chaprter focuses on strategies of accelerating the circulation of land in Fuzhou village:increase the proportion of non-agricultural employment and increase the proportion of the circulation of land; increase economic benefits of agriculture and increase the proportion of the circulation of land; improve the intermediary organizations; reform the current system of land property; establish the social security system of urban and rural; strengthen the leadership of governments to the circulation of land。...
