Competition of modern enterprises is subject to their competition for talents as well as the competition for the scientificity and technicality in human resource management. The management of salary and performance as the important part of human resource management is of the most concern among enterprises'managers and ordinary employees, it is directly related to the achievement of enterprise's human resource management, and has profound effect on enterprise's development. Real Estate as a newly emerged pillar industry has limited referential experience in industry and enterprise development. In order to manage talents scientifically and fully exert the potential of talents, the constant research and exploration is necessary.This paper is based on the management of Performance appraisal and payroll of Shenyang Changer Real Estate Co, Ltd (CJ). By researching on relevant theoretical knowledge, references, cases of performance appraisal system, combining with the success factors of real estate enterprises and the traits of human resource management as well as the status quo of this company's management, operation and development strategy, the existing management system has been analyzed and diagnosed, the system of performance appraisal and payroll has been re-designed in accordance with the problem of undefined reward and punishment, unclear objective and fair that results in the decline of initiative for employee's salary, the weakening of inspiration and competitiveness.This design plan has involved in many aspects of the system of performance appraisal and payroll such as t the guiding ideology, principles, designing concept, application methods, specific model and structure, the entity of company, the performance index and salary standards of each section and each job.
