Research On Enterprise Norm System Of Hydropower Construction Enterprises Based On Overall Process Cost Control

Full implementation of"Code of valuation with bill quantity of water conservancy construction works"marked a turning point of reform in cost of China water conservancy construction works. It maked transition of the norm issued by the State from mandatory and regulatory to Guiding and referential. Therefore, the formulation, application and development of a new norm system which called enterprise norm is the core of the new pricing system. Construction enterprises need to build a perfect, scientific, rational and sustainable enterprise norm system to fit the new pricing model and play a major role in overall process cost control. This article has carried out research on enterprise norm system based on overall process cost control.This article analyzes domestic and international researches on management of norm and cost of hydropower engineering project; analyzes status quo and problems in establishment and application of norm in domestic construction enterprises; points out reasons that enterprise norm is not widely implemented; comparatively analyzes commonly used methods of establishment of enterprise norm at present. It comprehensively discusses enterprise norm system, proposes principles and steps of establishment of enterprise norm and its structural form. And then, based on code of valuation with bill quantity and overall process cost control, puts forward that management and operation of enterprise norm system is a long-term continuous and constantly improved PDCA cycle. It establishes a flow chart of data relations of PDCA cycle of enterprise norm system.Combined with the PDCA cycle, it establishes a data model of enterprise norm system based on statistical analysis of historical data. The data model set establishment, application and level test in one using mathematical methods such as fuzzy clustering, probability calculation and significant difference test to provide a scientific, rational, specific and operational method for each stage of the PDCA cycle of enterprise norm system, which ensure enterprise norm system can adapt to the scientific, rational and sustainable development of overall process cost control, so as to promote system of valuation with bill quantity to implement healthily and orderly.
