With the development of science and technology progress, the competition among modern enterprises is largely price competition,but price depends on the cost, so to speak, competition among enterprises is ultimately a cost-competitive. The characteristics of modern project are the scale is bigger than before, the investment is increasing more and more, the duration is becoming longer and longer, the project management is becoming more and more difficult, especially in cost management, the phenomenon of cost overruns is frequent. The project life cycle consists of four stages:the concept stage,the planning stage,the implementation stage and the end stage. A lot of construction enterprises just focus on cost control in project implementation stage during the life cycle, although there are some enterprises focus on cost control in the life cycle, the application of performance evaluation in overall cost accounting is rare.In the text, I analyze the scope of project cost management firstly, and then determine the scope of cost management, also, begin with several typical definitions, define the cost in different angles. The business quota react technological capability and management strength of enterprise, and the bill of quantities is sound basis of bid and tender price and engineering settlement in the construction enterprises, also is carried standard of contractor, the introduction of the business quota and bill of quantities in order to analyze the structure of cost management and the influence factors of cost management. By dividing the cost management in different the project management in order to study the various target of different cost management stage.In the end,to implement performance evaluation of cost management at all stages by making use of Earned value.By analyzing all above, the purpose of this paper is to determine the scale of cost management, implement performance evaluation of cost management at all stages timely, look for the problem of cost management and solve it, so as to degrade the cost of project and enhance economic efficiency and market competitiveness.
