Study On The Comprehensive Evaluation Of Innovation Capability Of Domestic Key Cities

Research to the comprehensive assessment of innovation capability of domestic key cities on the Mainland, there are practical significances to enhance innovation capability.Based on the study to the innovation theory and practice in the city, this paper proposed the article of urban innovation capability. This paper argues that urban Innovation capability refers to urban cities to innovation as the main motive force in driving urban economic and social development, the city knowledge innovation and technological innovation had a relatively high level, and had talent and power foundation to maintain continued innovation, and provided a reliable and efficient innovation support hard conditions and soft environment.According to this paper to understanding of urban innovation capability, starting from the city to achieve the effect of Innovative capacity-building, to identify innovative capacity-building needs of the main driving force, as well as urban innovation capacity-building required by the basic security conditions, and then from top to bottom, from the general framework, two level framework, three level framework and the four level framework to design an evaluation model.Basis for the establishment of urban innovation capability evaluation model, easy and simple, realistic does not demand perfection, and strive for the principles of science, build primary, secondary, tertiary and specific evaluation index system. Then, given the weight of each index, set standards for each index and select the index synthesis, thus establishing a complete evaluation system for urban innovation capability.Based on the evaluation system to construction four key cities in China-Beijing, Shanghai, Tianjin, Shenzhen's innovation capability, had conducted a more comprehensive and detailed evaluation and comparison from the aggregate level, level 1 index, two 2 index to three index.Based on the evaluation and analysis of the innovative capacity of domestic key cities, this paper identified the deficiencies primarily in five areas. For the lack of domestic key cities of innovation capability, this paper enhanced the city's strategy of innovation.
