The development zones have been playing a significant role in promoting the development of regional economy since the first group of development zones were set up in China. However, the abuse of occupying land, coupled with the excessive expansion of city size in the process of "development zone fever" which were widespread across the country from the early 90s of last century, lead to problems of the serious waste of constructive land and the extensive utilization of land. The phenomenon is universal that some of the development zones which are not qualified to attract investment don't use or extensively use the land after the land expropriation. Most of the development zones have got too large scale, occupied too much land and used land extensively, which lead to a huge waste of land resources. Therefore, the land intensive utilization of the development zones draws an unprecedented attention of our country. Vice Premier Li Keqiang stressed that land intensive utilization is not only a major measure of resource conservation, but also an important mean of restructuring the economic structure when he was visited the Ministry of Land. The key of solving this problem is how to establish a long-term mechanism which can facilitate the land intensive utilization of the development zone. That is to say, the mechanism not only makes all levels of governments and development zones see the land intensive utilization as the same sacred duty as the central government, but also make the factories who are the direct users of the land take the problem of land intensive utilization into account consciously.Up to now, most of the study on land intensive utilization among academic circles is to quantitatively evaluate the extent and the potential of the land utilization from a static perspective, and then put forward countermeasures and suggestions. However, to find out the problems and put forward the improved suggestions by studying the interactions among the participants of the land utilization from a dynamic perspective is little. There are many factors which affect the intensive utilization of land of the development zone. In order to find out the crux, we need to tease out the behaviors and the interests of every participant involved in from the complex background. The game theory is undoubtedly a good way to study this problem. This paper analyzes the interactions and the balance of interests between the central governments and the local governments, also between the local governments and the factories in the process of intensive land utilization based on game theory.The main part of this paper firstly analyzes the different characteristics of behaviors and interests preferences among the central government, the local government and the enterprises who are the main users of the land of development zones, using the game theory. Then, building two game models——one between the central government and the local government, the other between the local government and the factories from the perspective of complete information static game. And putting forward countermeasures and suggestions to the intensive utilization of land of the development zones by solving the balance of the game.Finally, the paper comes to its conclusions from the point of views of the central government, the local government and the enterprises respectively. (1) the measures which central government can take to promote the intensive utilization of land of the development zones:to reform the current mechanisms appraising the political achievements of local government; to build a platform for information transmission and feedback; to set up an indicator system which can assess the situation of the land intensive utilization of the development zones accurately; to improve the game rules which involve both incentives and punishments mechanism.(2) the measures which local governments can take to promote the intensive utilization of land of the development zones:to allocate the land resources of the development zone scientifically using a prior planning to guide; to improve the efficiency of industrial land in development zones by controlling the increase of new industrial land supply and explore the potential of the existing industrial land; to enhance the attractiveness of the development zones by create an environment advantageous to the enterprises'business and development; to strictly monitor and punish the enterprises who have an extensive land utilization behavior.(3) the measures which enterprises in the development zones can take to promote the intensive utilization of land of the development zones:to adjust the industrial structure, increase investment and to make full and effective use of the land.
