| Since China adopted the reform and opening-up policy in late 1978, the national economy has developed rapidly and the speed of urbanization has accelerated. The contradiction between the industrial land needs has gradually increased, making a large number of farmland, particularly arable land resources quickly reduced. In the process of rural-urban land conversion most policy-makers considers the economic costs and benefits as the main decision-making benefit objective, ignoring the change of social and ecological benefits before and after the farmland conversion. Therefore, during the farmland conversion process farmland benefit is relatively low. This contributes to the disorder of farmland transferring to construction land with relatively high economic benefit and makes the preservation of the farmland with out economical support. Under this background, this study attempts to build on a socially rational decision-making system of rural-urban land conversion, to optimizing benefit objective of rural-urban land conversion, To make the economical, social, ecological benefits before and after the rural-urban land conversion as the main decision benefit objective from a socially rational decision-makers standpoint, to make social cost-benefit analysis more reasonable, to offer references for scientific decision on rural-urban land conversion.Paper first described the theoretical basis for research, including the decision-making with uncertain theory, the land value theory, externality theory and cost-benefit analysis theory. Second the relevant concepts, features of rural-urban land conversion are described, analyzed the behaviors of the participating subjects during the process of rural-urban land conversion. The basic elements of socially rational, bounded rationality, uncertainty, irreversibility of rural-urban land conversion are introduced, in which an ideal decision maker-Social Decision Maker is shaped to represent the interests of all members in our society. Then to carry out our discussions from the 2 aspects- the land value theory and externality theory, analyses benefit objective of the social rational decision-makers in details and the measuring methods of the benefit objective. This part lays the foundation of the following empirical study. The research takes rural-industry land conversion of Hongshan District in Wuhan city as an example, starts with 2 decision plans-farmland preservation or urban development, measures out the benefits of these 2 plans, provides a basis for decision-making by comparing their net-benefits. Finally, this paper further optimizes the benefit objective of rural-urban land conversion decision-making based on 2 angles-static and dynamic cost-benefit analysis. It points that time value should also be considered when benefit objective is measured and then it helps to make decisions weather to transfer or not, when to transfer more reasonable. |
