As development of China’s economic and urbanization, environmental problemwas more and more serious, public environmental awareness encounter a prominentenhancement, and consumer increasingly prefer green product. Similarly governmentattaches great importance to the increasingly serious environmental problems. At thesame time, enterprise meet a increasing environmental pressure from public andgovernment. But there is no definition about averse behavior of social subjects toenvironmental problems yet indicators reflecting those behavior.Contents of this paper are as follows. Firstly define the social subjects’s aversebehvior to environmental problems by way of social psychology.Secondly PollutionAversion Index System(PAIS) which reflect the degree of social subjects’s aversion toenvironmental problems was designed by the way of statistical methods. Thirdly, thepaper analysis property of social subjects’s pollution aversion behavior. and we analysisthe relations between indicators of PAIS and the other economic variables. In part IV,black box of social attributes was proposed by studying the relationship between everytwo indicators of PAIS. At last, we analysis the function of PAIS at study ofEnvironmental Kuznets Curve (EKC) and its role in decisions of governmentenvironmental policy and Policy recommendations was proposed.Innovations of this paper are that the paper firstly define the concepts of pollutionaversion behavior and design the PAIS.
