The plastic film mulching area and amount of usage in China mounted up with thecontinuous promotion and application of plastic mulching technique, the film residualssteadily accumulated in soil and destroyed soil structure, impacted agricultural machineryoperation, hindered water and fertilizer transport, affected crops’ growth, seriously pollutedrural environmental hygiene, endangered farm livestock and human health, threatenedChinese rural eco-environment.In China, plastic film residual pollution is getting more and more serious, the reasonscan be concluded as follows: the poor quality of plastic film caused the difficulties in reclaim,the poor recovery techniques caused low recovery and recycle rate, Chinese peasants’environmental protection consciousness was weak, China lacked economic policies on wasteplastic film recovery and there was no sound market mechanism, rural cadres at grass-rootslevel ignored rural environmental protection because of their traditional conception ofpolitical achievements, the government lacked management mechanism et al.The study selected Hubei province, the typical regions in northern China, Awat countyof Xinjiang, Handan city of Hebei province as typical cases, analyzed their plastic filmresidual status and summarized agricultural plastic film use and residual pollution status inChina. On the basis of analyzing plastic film residuals’ influences on soil structuredestruction, crops output deduction, animal growth, and human health, the main reasonsresulting in the serious plastic film pollution in China, Japan, America and other Europeancountries’ advanced experiences in plastic film production, application, recovery, recycle andlegislation, proposed plastic film pollution control and prevention countermeasures adaptingthe situation of China from the aspects of the basic principles, technical route, supportingmeasures, safeguard measures, legislation, building environmental management agencies atgrass-root level et al, at last analyzed plastic film residual recovery’s social, economic andecological benefits.
