With the rapid economic growth, environmental resources have deteriorated sharply in most areas. Environmental pollution situation has become more and more serious over the years and environmental pollution incidents have occurred constantly. Soil pollution, air pollution, water and marine pollution, desertification, water scarcity, biodiversity loss and other environmental problems have become increasingly serious. According to statistical data analysis of environmental pollution, more than50percent of China’s environmental pollution came from industrial emission, industrial pollution has already become the major factor caused environmental pollution and ecological destruction of multiple causes. Meanwhile, China’s "Twelfth Five-Year Plan" takes the transformation of economic development as the main direction of the regional industrial structure adjustment, indicating that China has learned from the macro level to the severity of the pollution caused by the industrial structure in the "Twelfth Five-Year"period, the regional industrial structure need to be optimized in order to solve environmental problems exist in the source region. So, elucidating the characteristics of the regional industrial structure exists to proceed and demonstrating the structural pollution of the area is the aim of this study.Economic development will inevitably overweight the ecological pressure on the environment when the pollutants released into the environment by human activities surpass their own ability to purify themselves. When environmental problems emerged eventually, it would affect people’s lives and economic development, but environmental issues have become a giant obstacle economic and social development in this moment,. At this moment, people finally realized that only coordinating development of the economy and the environment, the sound and rapid development of society could be realized. To achieve the goal of sustainable development of economic and social, the need for illustrating the mechanism between economic development and environmental protection research is extremely urgent. Regional economic development, resources and energy consumption and environmental pollution are associated with it, the regional industrial structure is therefore the best entry point of the researches in these areas, so we proposes the term "structural characteristics of industrial pollution" to represent of the correlation between the structural characteristics of some kind of economic system and environmental pollution, namely the status of regional pollution, such as pollutant type, production, sources of regional economic system and structure, but the regional industrial structure and consumption structure, product structure, consumer products are usually formed after the regional industrial structure has formed the obvious characteristics, these couldn’t directly explain the relationship between pollution and economic systems. Therefore, the study of regional industrial structure has become the most direct way to understand the structure of industrial pollution. In this thesis, it was found that in the industrial area the environmental problems were more serious than other no-industrial area. Therefore, the theme discussed in the research is about the relationship between environmental pollution and industrial structure, namely that the regional industrial structure pollution.In order to reduce regional pollutant sources by adjusting the industrial structure, the author needs to study and analyze the industrial structure and regional pollution and provides the optimal regional industrial structure. First of all, this paper analyzes and evaluates the regional industrial structure of the overall situation and provides the situation of high energy consumption and high pollution of the regional industrial structure which may exist; Secondly, by calculating the economic contribution rate of the regional industrial structure and pollution emissions in multi-level and multi-faceted research, the paper analysis the industrial type that leads to the industrial structural pollution and that can contribute to regional economic and social development. Therefore the paper determines the industrial type in the research area which needs to be limited as well as to be encouraged for the development of the industry; Thirdly, this paper provides a theoretical basis of the restrict trade market access conditions for regional industrial policy based on analyzing the investment in fixed assets of restricted industry and pollution emission intensity. So this paper provides the multi-level and multi-faceted research on economic contribution and environmental pollution caused by important industry types of the regional economic structure. In order to solve the problem of industrial structure in the research area, the major industries that slow down the regional economic should be shut down to solve the problem of the contradiction between economic development and environmental pollution. Through the study on Lianyungang’s industries, this pater provides conclusions as follows:①Lianyungang’s industrial complex development index reached0.497degree, which shows that the degree of development of the industrial complex is among the relatively-good-grade, but very close to the relatively-poor-grade. It is shown that Lianyungang City’s industrial structure has achieved a reasonable level.The industries that have small emissions have some certain contribution to the regional economy. However, some industries still cause serious pollution problems and take a great part in the regional total water consumption and energy consumption in the industry. Therefore, Lianyungang must carry out further optimization of regional industrial Structure;②Industries in Lianyungang city that need industrial restricting are as follows:Chemical materials and chemical products manufacturing, beverage manufacturing, chemical fiber manufacturing, agro-food processing industry, ferrous metal smelting and rolling processing industry. Industries that are encouraged are as follows:metal products, electrical machinery and equipment manufacturing, equipment manufacturing, general equipment manufacturing, transportation equipment manufacturing, instrumentation, production and culture, office machinery manufacturing, electricity, heat and supply industry, wood processing and wood, bamboo, rattan, brown, grass products industry, pharmaceutical industry, etc.③According to this paper, the access conditions of the development of regional industry market should be restricted. The access condition for investment (fixed assets) of chemical materials and chemical products manufacturing industry should be no less than150million Yuan.
