| With the continuous development of society economic, the trend of eutrophication of lakes is becoming more and more serious. Eutrophication of lakes bring great challenges to basin, including threat human health, hinder economic development, and damage to biological diversity, etc. Lake nutrient control standards limit the unit nutrient content of water body, played an important role in control lake eutrophication. At present, lake nutrient standards executive surface water quality standards in our country, it has played a certain role in lake eutrophication control. But with the cognitive enhancement, the standards also showed some shortcomings in the implementation process, it can’t meet the requirements of practical management, and the process of formulated overall social and economic status of Lake Basin.A scientific and reasonable Lake nutrient control standards can control lake eutrophication, while have little impact on the development of basin society and economy. The study on the basis of economic evaluation methods on abroad, combined with the actual situation of China, establish a complete method for lake nutrient control standards, it will make contributions to improve the system of lake nutrient control standards. Pollution control in basin is a long-term and dynamic process, standards should be reflected in stages and reach the target gradually. A review on related modeling methods also can be found in this study. Allocating pollution control to the government, enterprises and residents, proposes to use different economics methods to evaluate the costs of different bodies.In an example of Taige Canal to evaluate its nutrient standards, collecting the related social and economic data, calculating water environment capacity of nitrogen and phosphorus, and accounting for six categories of pollution sources of the basin. ICILP model is established to get the optimal reduction plan and minimum pollution control cost. Allocating the cost to the government, enterprises and residents, and using cost-benefit analysis, profit ability test and secondary evaluation matrix superposition method, respectively, to evaluate each cost. Results shows that the optimal pollution control cost in the basin ranges from522million to754million yuan, for the example of maximum to evaluate indicate that this cost have no economic effect on this basin, so the standard can be performed. |
