| Logistics, considered as arteries of the state’s economy, plays an irreplaceable positive role and provides a vital link for urban development. However, when not well plan, it can aggravate environmental pollution and energy shortage. To response to these issues, there is a need to use appropriate tool for sustainable logistics planning.Strategic Environmental Assessment (SEA) is an important tool that aims to integrate environmental considerations into the formulation of policies, plans and programs, and to evaluate their inter linkages with economic and social considerations. It has emerged and established itself as a good practice and widely recognized as a key mechanism for asserting sustainable development objectives. This tool has been successfully applied in various type of planning including urban and transportation planning.Despite the many clear advantages of SEA known through various literatures, as well as the recent outburst of SEA practice, little research has involved SEA of logistics planning. Therefore, in order to improve the practical scope of SEA, the current research has been proposed to provide a framework for SEA of logistics based on SD-VIKOR model.The main contents are as follows:First part frames the topic of this thesis. It provides the background and significance of the thesis, after which it sets the basis of the research by introducing full range literature review on logistics. On this account, the development tendencies of studies on logistics are raised.Next, theoretical basis of SEA on logistics is introduced in detail, as well as the techniques of SEA (qualitative, quantified and integrated sorting methods). The logistics system includes many elements with various complicated relationships and dynamic structures. Hence, this thesis puts forward a conception of SD-VIKOR model that combines system dynamic theory with VIKOR of multi-attribute decision-making.Finally, a SD-VIKOR model with various subsystems (society, economy, environment, traffic and energy) is developed based on Vensim DSS. After which, this thesis takes the logistics planning of Dalian as a case to check the actual significant of the proposed framework. Meanwhile, six alternative scenarios are designed according to different policies and targets. The simulated results are simply analyzed and then used for calculating on VIKOR which can explain the rank of each scenario. Optimization sorting of six scenarios is finally conducted based on calculated results. At last, specific measures are put forward to select the optimum scheme. |
