With the implementation of western development strategy, Xinjiang Uyghur autonomous regionvigorously promotes the building of new industrialization. Xinjiang’s industrial economy has thereforewitnessed rapid development. But due to some unpredictable man-made factors of unscrupulous enterprises,the water environment pollution accidents become increasingly frequent. The pollutants not only worsenthe water quality but also seriously affect the sustainable development and social stability of Xinjiang.Undoubtedly, it makes things from bad to worse for inland cities with water shortage. In order to realize theeffective management on risk sources of water environment, to show their distribution comprehensively,accurately and authentically and to identify the potential risks of the risk sources, the author consults forrelated literature. On this basis, the thesis draws lessons from successful experiences both at home andabroad on the treatment of water environment pollution accidents. By doing so, the thesis aims to establisha set of evaluation methods for water environment risk sources suitable to the characteristics of Xinjiangand lay a foundation for realizing the information and digitization of information on risk sourcesmanagement of water environment.The research findings are listed as below:(1) According to the industry development and layout characteristics within the studied areas, thethesis collects data sources of various pollution sources, checks and ratifies the spatial distribution andpollution discharge characteristics of the risk sources within the studied areas. Besides, an additional testingis made to supplement and test some of the flawed data. Finally, a preliminary screening is conducted toselect the major risk sources by means of “equal standard pollution loading method”.(2) Based on the establishment principle of indicators system, the thesis makes reference to thethoughts of the “Pressure-State-Response”(PSR) mode and treats the following thoughts as the core toestablish a water environment risk sources indicators system:“What potential risks do enterprise risksources have?---How do the risks spread?---What harms will the risks do to the polluted water bodies?”Besides, the thesis draws reference to the national evaluation guideline on water resources, draws lessonsfrom relevant indicator value at home and abroad on water environment risk sources evaluation. Andmoreover, the thesis determines the evaluation indicator system and standard values on major risk sourcesof water environment within the basin via expert consultation. To avoid deviation caused by subjectivefactors, entropy method and analytic hierarchy process are used together to empower the indicators system.(3) The thesis establishes the fuzzy comprehensive evaluation model of water environment risksources. Besides, the thesis has made a comprehensive evaluation on the primarily selected waterenvironment risk sources within the studied areas. Values between0~1are used to show the potentialrisks of risk sources in each factory. Finally, a list of major risk sources of water environment within thearea is obtained. Therefore, the managers can accurately and clearly know the potential risks of various factories so as to monitor and supervise the implementation of relevant works.(4) C#language of Visual Studio and ArcGis Engine component are used to develop the managementsystem of major risk sources of water environment. The thesis has established the information database onwater environment risk sources management system, which includes the basic information on all kinds ofpollution sources data and the evaluation results of major risk sources. The interface system can be dividedinto the following modules in accordance with the design objectives: system basic functions module, risksource basic information module, risk source information query module, pollution source tracking moduleand system help module. Through the programming, the basic information on water environment risksources can be queried and browsed. Such information includes factory distribution map, watershed system,watershed geographical location map and pollutant distribution map etc.
