The Case Compares’ Research On Corporate Offshore Drilling HSE System Status

Energy is an important resource to a country, especially to oil and gas. China is a bigcountry in terms of oil and gas import, production and consumption. As at2013, China isthe largest oil importing country in the world surpassed United States rank top1. In theyear2012,China importing crude oil rate went to56.4%in the total crude oilconsumption, over50%oil independent red line.China has constituted strategy of marine power during the18thNational Congress ofCPC., marine economy was a key point in our12th5year plans. The oil and gas’sexploration and exploitation is an engineering of high risk, high technology and high cost,so the international collaboration and construction biding becomes a common practice. Itis an objective requirement of having international pass to set up and develop HSE systemto an international competitive petroleum enterprise.The article base on project management related PDCA theory and safetymanagement related accident pyramid theory,by take case study and theory research,combine with nearly ten years foreign consultant working history for cooperated projects,selected three model corporates offshore platforms，ShengLi8platform，ZhaoDongplatform，HYSY941platform，among them，ShengLi8belong to China PetrochemicalCorporation(Sinopec Group) cooperate with EDC COMPANY，ZhaoDong belong toChina National Petroleum Corporation(CNPC)cooperate with Roc oil company,HYSY941belong to China National Offshore Oil Corporation (CNOOC) cooperate withSingapore Petroleum company (SPC)，and their main business on offshore drilling withgood reputation among their group as pilot. After compare analyzed their HSE systemsituation，factors，such as offshore equipment，medical situation，stop card performance，drill condition，trying to from organize structure and source arrangement view, to find thetechnical HSE gap among them, summarized their deficiencies and good performance ofthose platform，made the conclusion that there is HSE short board between Sinopec，CNPC，CNOOC，and provide some suggestions to ShengLi8and ZhaoDong to improvedtheir performance to help them get more world offshore drilling business. for the bid.
