With the rapid development of the economy and modern industrialtechnology, as a national strategic resource, petroleum attracts more attention inall countries and China has invested a great amount of money on the majorpetrochemical construction projects. These projects have large construction scaleas well as long construction cycle, therefore the major participants willabsolutely confront a series of problems on progress management. Without theimplementation of a series of scientific and effective management measures, itwill causes huge direct economic loss once the progress is out of control, whichwill not only affect the smooth enforcement of the construction but also havegreat influence on the implement of the national petrochemical strategy.The objective of planning and controlling the construction progress aims tocontrol the construction period and save time and cost, while the projectconstruction strives to complete the project with the objective of scheduledinvestment, progress and the quality objectives. For the contractor, soundconstruction progress plan and control is an essential method to successfullycomplete the construction task and gain favorable profits. Though a greatmajority of construction requires progress construction, lots of people only keepan eye on the superficial layout of the progress plan, but ignore the deepimplication of static control and dynamic management.Based on domestic and foreign research results on the constructionprogress control, taking the civil engineering construction project of BGMAcombination unit for rebuilding the ethylene complex with an output of1.2million ton per year in DaQing General Petrochemical Corporation as theresearch object, this paper overviews the construction project, analyses itscharacteristics, draws up the progress plan for this construction project byemploying the scientific approaches integrated with Primavera P6.1, the progressplanning software designed by Beijing Hengzhi Tiancheng Co., Ltd and criticalchain method, and put the plan into practice so as to study the control method. Inaddition, this paper also analyses the control method to seek a effectivestandardized progress control method in the implementation of this project. It devotes to find out the the bottleneck of the construction progress management inthe petrochemical construction fields and clarify its development direction withother competitors in this field by adopting domestic and foreign advancedexperiences.
