Research On Method Of Environmental Impact Assessment For Land Use Planning In Minqin County

In a geographic area and a range of time, according to the economic and social developmentdemand and sustainable utilization principle for land resource, land use planning usually made the landresource justly distributed on time and space. But during actual operation, it is not always scientific andreasonable due to disturb from various conditions. Environmental impact assessment for land useplanning is necessary for us to identify the rationality of land use planning and qualify the error inplanning to avoid some adverse environmental impact from planning. So far, the research onenvironmental impact assessment for land use planning is discovering in China, evaluation system isstill not perfect; we need a scientific and reasonable method whether it is a new one or integrated withexisting technique, to make land use planning more scientific than before.This paper is based on land use planning of Minqin County in2010-2020, use landscape patternanalysis, ecosystem services value analysis, ecological capacity analysis and value indicator analysis tomake a predictability evaluate for the environmental impact of land use planning from differentperspective and focuses, the results were as follows:In the eyes of the landscape pattern, land use planning make landscape fragmentation andheterogeneity more obvious, land use pattern become more complexity, change the comprehensiveinfluence and stability index for all landscape, the degree of dispersion for patches is changed too.In the eyes of the ecosystem services value, land use planning is good for protecting andimproving eco-environmental in the mass. In space, the ecosystem services value of Minqin oasis isrelatively low than the area around it, it is obviously that the area of high ecosystem services valuearound Minqin oasis is regarded as a ecological shelters to protect central oasis, and it is more intensivewhen the planning achieved.In the eyes of the ecological capacity, the effect on land ecological capacity from land useplanning is negative, it contrary to the result of ecosystem services value analysis, it caused by thediscrepancy in the weights of all land types between the two methods as a rudimentary judgment.In the eyes of the value indicator, under the assumption of social economic condition, theimproved ecological environment, the growing economic and the positive social development is morepowerful than the decrease of the ability to produce and stability of land use structure for compositedevelopment index. Land use planning is good for Minqin count in the future, the planning programs ispossible.On the whole, landscape pattern analysis offset to the disadvantage of indicator analysis which isoverweight quantity structure analysis and ignores the change of spatial pattern, but there’s no areasonable interval for the change of landscape pattern, it is too obscure for the result. Ecosystem services value analysis and ecological capacity analysis is similar, the data they need is easily to get,the computational processes is simple. But the view is too narrow and result is always one-sided, itneeds cooperation with other methods. Value indicator analysis is the most complicated and diversifiedtechnique than others before. It is a good way to integrated other methods with it or take other methodsas an afterthought to make value indicator analysis be the best technique to environmental impact...
