This paper summarizes the latest research about the stability, dam breach andemergency of tailings based on the large number of literatures. This paper has madethe simple introduction to geographical position, natural environment as well as thedecommissioning and treatment–a case study of radioactivity railing ofHENGYANG. It also made several important factors for preventing dam accidentaccording to summarized two main causes of instability to tailing dam and fault treeanalysis (FTA), analyzed and calculated, excluded the possibility of dam breach thatfrom above reasons. The author utilized the geological data and physical parametersof every soil layer from collection and measurement, used stability calculationsoftware named LIZHENG and limit equilibrium theory those are widely used inengineering and calculated the safety factor of partial dam from the HENGYANGtailings. Meanwhile, it had used fuzzy theory comprehensive evaluated the stability oftailings in different periods in order to simplify the process of the calculation tostability and the investigation to mechanical parameters, comparison analysis of thestability calculation result and result of fuzzy comprehensive evaluation to indicatesthat this evaluation method is accurate and reliable and the results of assessment arehave important roles in preventing accidents from dam break, confirmation to thesecurity and stability of tailing.Emergency Rescue System must been established in order to ensure the safety ofnuclear facilities. This paper developed outline of emergency management measuresof radioactivity tailings dam breach accident based on studied emergency plan system.Meanwhile, it had put forward four levels of emergency Response. Those arescientific basis of improving emergency capability to nuclear facilities accidents.
