Environmental capacity reflects the assimilative capacity of the ecological environment on dealing with pollutants, environment bearing force reflects the carrying capacity of the ecological environment on human social and economic activities. With the emergence of environmental problems, studies on environmental capacity and environment bearing force which measure the extent of human sustainable development has become a hot area of environmental research. Regional tolerance and hold is a new concept combining environmental capacity with environment bearing force, its size reflects the suitable intensity between environment systematic structure and social economic activity, also judge the important factor of regional sustainable development. Given that has not seen yet too much relevant report on making use of GIS technology to do fuzzy appraisal of regional tolerance and hold.This research combine GIS technology and one’s own advantage of fuzzy mathematics,trying employs the area based on GIS technology to hold fuzzy appraisal and carrying on the general thought of regional tolerance and hold with fuzzy mathematics after putting forward GIS.Through comprehensive appraisal of regional tolerance and hold and sustainability, This paper took the Jiexiu city as the research object and has formed a set of system technological methods of research and judged the suitble intensity between social economy and ecological environment, what’s more,it also announced the subject problem existing in regional development and proposed countermeasures. The result of study have theory and reality consult meaning at regional environmental management and making development plan,etc.The main works of this thesis are as follows:(1) Comprehensive evaluation indicator system establishment of regional tolerance and hold. Takeing the theory of environmental bearing capacity as fundamental basis, combined with regional capacities index selection principles and methods, study indicators were selected from the natural environment and socio-economic aspects to establish evaluation index system of regional ECC(Environmental Carrying Capacity).(2) Fuzzy evaluation study of regional capacities current situation. According to the selected evaluation index system, AHP(Analytic Hierarchy Process) is evaluated to determine the appropriate factor weight value,what’s more,using the fuzzy mathematics theory based on net unit and complement with technology such as remote sensing、GIS and so on, article analysed and researched the Jiexiu city regional constant tolerance and hold from social economic development and environmental quality,and got capacities current distribution.(3) Exploration and research on regional capacities. Selecting the reference object, through contrast between the reference area and Jiexiu city regional tolerance from space and time,the study determined advantage degree, degree of saturation and potentiality degree of urban development, constructed vector model which is based on three-factor calculation, and quantified regional capacity sustainability degree to achieve comparison of vertical and horizontal of regions capacities for sustainable development, which reveals the current development and maximum development capacity. It has much better using value.Through this study, the research result was consistent with the local actual conditions of Jiexiu which illustrated the index system based on Capacities theory was more scientific and reasonable,what’s more, the index should be flexible selected combining the actual situation and evaluation purpose; the general thought of regional tolerance and hold with fuzzy mathematics after putting forward GIS was feasible, which not only broadened the range of fuzzy mathematical evaluation for environmental capacities, but also enriched the application of GIS, which established the foundation for comprehensive regional capacities research scientifically and accurately in the future.
