With increasing energy demand, the capacity of thermal power plants in2010more than doubled in2005. Over96%of coal-fired power plant desulfurization facility uses limestone gypsum wet desulphurization process, thus its industrial byproducts-gypsum number is constantly increasing rapidly. According to statistics, the national annual coal power plant FGD gypsum has exceeded80million tons, and it is a serious situation gypsum storage capacity at a rate of20million tons per year increase. Currently coal-fired power plant FGD gypsum utilization is not high, it has become a new solid waste management in the field of environmental issues facing the electric power industry. Low utilization rate has two main aspects:one is technology, there is a certain gap of comprehensive utilization with building materials industry,for example, the moisture content, chloride content, whiteness, compressive strength of desulfurization gypsum. It has inadequate investment in research and development of forward-looking technology, backward technology and equipment, lack of technical product testing. The other is the existing policy, provincial and national policy support and encouragement to the desulfurization gypsum industry support are not enough, the relevant policies and regulations to guide, fiscal and taxation policy, the lack of incentive and supervision and specific measures for the management of industrial policy, the introduction of the system need comprehensive industrial policy.In this paper, a provincial region (Jiangsu) is a typical research object, through research, surveys and other means to thoroughly grasp the situation emissions and utilization of coal-fired power plant in Jiangsu Province. It proposed utilization technology approaches through experimental analysis of the physicochemical properties of gypsum, these efforts provide a basis for the subsequent analysis of the technical and economic programs and policies. Followed by carrying out comparative analysis of the existing plaster standards, economic and technological policies and other related content analysis, it proposed targeted relevant policy recommendations based on this proposed coal-fired power plant feasibility gypsum utilization of ways and reasonable solution.
