Our country is a major maritime country,with the rapid developmentof the marine industry, the status of the marine environment is becomingmore basic data as the basis for marine scientific research, they providethe basis for the development of marine data protection undertakings.However, the underlying data subjects on the one hand many of the marineenvironment, the kind of complex, different sources and access methods,storage and use are not the same, especially the various researchinstitutions and no unified data storage interchange format; hand baseof the marine environment data generated from different sources, themiddle part is missing, leading to the foundation of the marineenvironment of data accuracy, completeness, consistency cannot beguaranteed. These characteristics hinder their effective use in marinescientific research, and to the sustainable development of marine sciencehave brought difficulties. Therefore, how to ensure the accuracy andconsistency of data between the sharing and flow of data and also becomea focus of current research, which is mainly reflected in the marineenvironment, the underlying data format conversion, the basis of themarine environment of heterogeneous data formats from each otherconversion, the marine scientists and researchers in differentdisciplines is more convenient, fast and efficient processing of the database of the marine environment. The purpose of this study is mainly basedon the following:1. Analysis of the underlying data format of the marine environmentOn the basis of the marine environment in different formats to analyzethe data format, first introduced the sources, uses, advantages anddisadvantages of the current structure of the marine areas of severalcommonly used data formats; then a comprehensive analysis of theircharacteristics, and according to its characteristics, in accordance withsub-Thought layer marine environmental information data format areclassified.2. Marine-based data quality environmental controlMarine environmental information and data quality directly affectsthe scientific work of the marine industry, accurate and reliable datasource is the marine environment and marine scientific basis forintegrated management. In order to ensure the availability of data beforeand after the data format conversion, you need to have access to data fordata quality control to ensure the correctness of the original data, and the consistency of the data format conversion before and after.One of the main contents of this paper is to combine state of the marineenvironment of the underlying data, research data quality control content,principles and methods from a data management perspective. Ensure thatthe value of the marine environment and the availability of observationaldata to the maximum extent.3. Marine environment underlying data format conversionSince the characteristics of ocean environmental information dataitself, causing no uniform standard data formats, data applicationsbefore doing must be unified data formats and specifications.Inconsistent documentation standards and instruments such as standards,resulting in different data structure of the original data, and thestorage container is more complicated (text format, Word, Excel, XML),which we are required between the standard format and there aresignificant differences.Another major research content of this article is inconsistent withthis problem for the marine environment information data formatencountered in the current work. By analyzing information interoperabledata exchange format, tag format interoperability, interoperable contentstructure elements, the elements of semantic interoperability, codingrules interoperability, data content interoperability between metadataget converted basis, and put forward innovative technology based on XMLdata conversion templates to control metadata by creating betweensemantics, syntax, structure, mutual mapping conversion. Just a gooduniversal design template structure, we only need to change the templateparameter within a field can be different metadata conversion, in orderto achieve mutual conversion between heterogeneous data.As the marine environment involving massive data base data, whichdetermines the mutual conversion between them is enormous magnitude, andtherefore to improve data format conversion efficiency using computerspeed, accuracy and other characteristics. In the last part of the articlediscusses how combining theoretical analysis using C++technology and SOAtechnologies and to develop a flexible and efficient, for a variety ofdifferent ways to convert raw data format, and ultimately the basis ofthe marine environment of heterogeneous data format conversion.
