Pricing Mechanism Research Of The Using Right Of Water Environment Capacity In Henan Province

The emission trading system has shown its stable function in control of pollutantemissions,and promote the environmental economic coordinative development.But in the morethan10pilot provinces and cities in China,there were worrying conditions on the running ofemission trading system,which mainly due to what determine the compensation for the use ofemission rights prices is the cost of pollution control,and it is unable to connection with theresources of environment capacity.Although there are individual provinces suggest that should putsome factors,like the scarcity of environmental resource and the level of social and economicdevelopment,into account.the price of paid use of scarce nature can not fully reflect the capacityof the environment,fail to highlight the environmental resource’s attribute as resource and value.Based on the current trading pilot problems and emphasizes the value of environmentalcapacity,the article suggest that the essence of emission rights is the using rights of theenvironment capacity resource,namely,the right to use environmental capacity according to theanalysis of the related concept of scholars at home and abroad.Based on analysis thenature,economic attribute and social attribute of environmental capacity resource,defining theirght to use environmental capacity and forming the theoretical system that the right to use thevalue of environmental capacity,it can point that market mechanism should be used to explore theform of the price of the irght to use environmental capacity,and carrying out a research on theformation of the theory that the price of the right to usethe water environmental capacity;according to the principle of price theory,the right to useenvironmental capacity price is determined by the value of environmental capacity,along with thechange of environment capacity supply and demand fluctuates,and then suggests that shouldconsider the affect of price factors on environmental capacity use irght prices.And use the benefitcost,recovery payments and ecological value to set up a model for build a model,which is appliedto Henan province,for simulating environmental capacity of paid use pricing,and it is analyzedand validated,which is used to analysis the price of the right to usethe water environmental capacity of Henan province.It turned out that according to the thought showed in this article,the price of using theChemical oxygen demand and ammonia nitrogen environmental capacity of Henan province is far higher than it in the trading pilot.The low price of paid use of environmental capacity,it indicates that the price of using environmental capacity is lower,which can not fully reflect the value of environmental capacity resources,and it is the major cause that the quality of environment is worse with the development of economic.It suggests that,on the basis of current prices,gradually increase the price of use environmental capacity resources,and analysis the economic feasibility,providing the basis for pricing the use of environmental capacity and improving environmental quality of Henan province.
