The troubles, such as lack of cooperation betweenupstream and downstream water pollution regulatory organizations, lack ofcooperation among different water pollution regulation departments, regulation isshort of power, the effect of water pollution regulation is not perfect, restrict theefficiency of the regulation on water pollution in our country. After analyzing theproblems of regulation of water pollution in our country, we found the causes of theproblem, including Upstream and downstream of the regulatory organizations havedifferent power of regulation, the water pollution regulation institutions have noindependent administrative capacity, the performance evaluation of water pollutionregulation mechanism is not sound, lack of incentive regulation on water pollutionand so on.With regard to the problem of the regulatory organizations have different powerof regulation, we need to conduct comparative static analysis between upstream anddownstream regulators for understanding the regulation tendency of the regulators.Through analyzing three different conditions of regulation of water pollution games, itis concluded that under an effective supervision mechanism to implement waterpollution incentive regulation, it can ensure that regulators have the motivation toregulate the water pollution.For the problem of insufficient of the incentive regulation of water pollution inour country, we need an effective way of regulation on water pollution. Right here, emission right gets very good application.The value of emission right can bemeasured by money, and it also can benefit polluters. We can regard emission right asthe information rent,and assign it to the polluters who "tell the truth", so as to avoidthe adverse selection and the moral hazard. By the cost reimbursement regulationmodel, the polluters pay a percentage of the pollution cost, which stimulates pollutersto reduce pollution so as to acquire information rent. Model makes a balance betweenrent extraction and giving polluters more incentive, and eventually get a minimumpollution.After analyzing the problem and the reason of the regulation of water pollutionand economic model analysis of regulation of water pollution, we can know that theregulation of water pollution in our country needs reform. By the measures, such as tostrengthen the supervision and management of water pollution regulation, set up anindependent administrative ability of the regulatory organizations, perfecting theassessment of water pollution regulation mechanism, the implementation of incentiveregulation measures of water pollution, we can perfect the existing regulation systemof water pollution in our country.
