Paper set a pairof comprehensive evaluation system by the main problems existed in port and theaffected element of port environmental carrying capacity. Author select set pairanalysis and data envelopment analysis to set port environmental carrying capacityevaluation model. It can get level of TIANJIN port environmental carrying capacityby evaluation model. We can see TIANJIN port ranked relatively rearward comparedwith other five selected ports. TIANJIN port has a big gap with other five selected ports in environmental carrying capacity.
