Research On The Issue Of Environmental Protection For Economic Restructuring In Benxi

The resource-based cities have made a great contribution to the history in the process of the long-term economic development and urbanization. But with the development of market economy, the resource-based city faced with many problems, for example, single industrial structure, resource depletion, and serious environmental pollution. These issues seriously impact on the sustainable development of the resource-based city. Benxi city is a typical resource-based city. With proposing and deepening the scientific development concept, Benxi will promote economic restructuring by developing three major industries:steel processing, biomedicine and tourism. The new ecological harmony city will be constructing and the old industrial base will be revitalizing.Environmental protection is crucial in economic restructuring of Benxi city. The paper studies on the environmental protection problems and countermeasures in the economic restructuring of domestic and foreign resource-based cities, and the system theory and the external theory of environmental protection. There are a lot of environmental protection problems in Benxi city, such as, imperfect government environmental management system, slower development of the environmental protection industry, serious environmental pollution, more historical debts, backward measure of the environmental protection publicity and education, lower public participation in environmental protection. And then the paper analyzed the causes of the problems, including:government leaders lack of environmental protection awareness, recycling economy and environmental protection industry lack of policy guidance, backward pollution controlling technology and lax oversight, lower capacity of the environmental protection publicity and education, and no private environmental organizations.Due to the new problems of environmental in economic restructuring, the paper put forward countermeasures and suggestions of environmental protection. The methods include improving the environmental management system, strengthening the environmental awareness of the leaders, implementing cleaner production, promoting circular economy, developing environmental protection industry, controlling staple industrial pollution, enriching the content and form of environmental publicity and education, establishing environmental organizations, increasing public awareness of environmental protection and public participation in environmental protection.The above measures can improve industrial structure adjustment, and establish a new city with "livable, suitable for entrepreneurship, suitable for tourism".
