With the rapid development of national economy and the unceasing enhancement ofpeople’s life level, the amount of vehicles in China grow rapidly, and the number of fillingstation is also increasing. On the one hand, since the filling station send and receive allkinds of motor gasoline, diesel oil, engine oil, lubricating oil and other flammable orcombustible items. On the other hand, filling station is located in the place that the traffic isso heavy that the huge crowds and rows of vehicles there increase the chance of fire, in theevent of fire and explosion would seriously affect the life of nearby residents. So it is reallyimportant for fire and explosion prevention. Therefore, filling station operators carry outapplied research of safety evaluation that has very important significancePapers on the basis of previous studies, by collecting a large number of literature andon the basis of site investigation, first, management and layout of the unit: according to therelevant laws and regulations, safety checklist analysis is used, and corrective actions areput forward; Second, the process unit: the safety of the process including handling ofgasoline and diesel, storage, fueling and oil unloading is assessed with FAHP and DOWchemical method to judge the degree of safety; Third, according the potential risk factorsexisting in the system, PHA is used,and the corresponding safety measures are putforward. Through using the FAHP method Dow chemical fire and explosion index method,the qualitative analysis and quantitative analysis are combined to research and analysis eachlink of risk factors of the filling station operation in the process of material storage, gas, oildischarges, to assess its safety degree, and put forward corresponding countermeasures.It have important reference for improving the level of safety management of fillingstations, reducing the accident rate, reducing the loss and further improve the safetyevaluation system for filling stations.
