The ultimate way to improve environment has already been not how to governit but prevent it now. So it can’t be underestimated for government departments tomaster the general law of development of things and establish an effectiveprediction mechanism.First,25environmental pollution cases happened in China in recent years havebeen selected to apply to Content analysis in the start of empirical study. This paperwill analyze information path, code bodies and record them in informationdisclosure process, what would play the key role in the follow-up part. Second, therelationship matrix about the participation in information disclosure will betransformed into a social form of visual presentation by using NETMINER4.0. NetDraw in UCINET6.0helps to show the structural characteristics on macroscopiclevel, medium level and microcosmic level. Based on it, study will further revealparticipants interaction relationship in the process of information disclosure inwater pollution incidents and find out the implicit information and analysis. In theend, the root cause can be found by the analysis on business regulation, governmentmanagement, environmental protection organization and public participation.In this paper, the information disclosure network of water pollution incident isdefined as a temporary form of social network caused by the water pollutionincident. It is an innovative attempt through overall grasp from macroscopic,medium and microcosmic levels in order to reveal the hidden relationship, andprovide a new reference for environmental governance.
