Over the past century, the effects of global climate change and human activities, resulted in significant changes of the global environment. And the change of the water cycle system of which affects the development of human society and production activities profoundly. Water cycle simulation is the basis of water resources evaluation, configuration, management, and decision-making, which is used in such aspects as the basin response of flood control and disaster reduction, water and soil loss, development and utilization of water resources, water environment protection, water ecosystem restoration, roads and urban planning and human activities etc. In this paper, the change trend characteristics of watershed hydrological cycle have researched by using wavelet cycle analysis method in Cao Jiang River Basin. Simulating the Cao Jiang river flow process simulation by setting up the HIMS distributed model based on the research of artificial rainfall runoff mechanism outside.The results show that, the annual average precipitation distribution is not uniformity, the annual average precipitation of Cao Jiang watershed is relatively stable. It will get into the next stage when the less rainfall period is over. Both calibration and validation period efficiency coefficient of month process model reach 0.8, while its correlation coefficient is over 0.85. The simulation and verification phase error are less±10%, which shows that the simulation effect of monthly runoff process is very well。Only 2011/09/29 account of comprehensive target coefficient less than 0.75 by comprehensive analysis of the nine flood simulation, which means that it can be used to forecast the flood and provide support and scientific management to the safe operation of the reservoir.
