The dust plasma in polar mesosphere is the layered media. Polar mesosphere summer echoes(PMSE) has been greatly affected by the electron temperature and the frequency of electromagnetic wave about the radar in polar dusty plasma. In this paper, we analyze the active modulation experiment results of PMSE. The transmission characteristics of different frequency electromagnetic wave at different electron temperature was studied by the method about wave propagation in layered medium. The results observed by radar in European Incoherent Scatter Scientific Association(EISCAT) and calculated by the date of ECT02 show that the phenomenon of layer exists in the PMSE. With the enhancement of the electron temperature, echoes intensity of PMSE will decrease greatly, and when the electron temperature reaches a certain value the echoes intensity of PMSE will increase. The ma in content is as follows:Firstly, the PMSE phenomenon and its change behavior were taken for a brief description. From the observation, dusty plasma exists in the polar mesopause, and consists of dust particles. Then the introduction and the calculation formula about parameter are given. The observation data of ECT-02 experiment show that components of polar mesopause have obvious stratification phenomenon. According to the observed structure, we introduced the related layered medium model.Secondly, the theory of electromagnetic waves transmit in dust plasma was made the preliminary analysis in combination with the data of ECT-02 experiment observed. In the case of PMSE occurrence, we get rules of basic parameters as the height changes, the Debye radius and plasma frequency changes with height profile. Their distribution exist layered structure. We calculating the dielectric coefficient and electrical conductivity change with frequency, and then analysis the characteristics of them change with frequency, obtain the regularities of the reflection coefficient changing with frequency.Finally, we do some statistical analysis about the active modulation experiment results of PMSE, preliminary study the echo phenomenon of polar summer middle active modulation heating experiments. Echo exist obvious stratification. Using the theory of electromagnetic wave transfer in the polar middle layered dust plasma to established the theory model about different frequency of electromagnetic wave transmit in the condition of different electron temperature. Then use the results observed by radar in European In coherent Scatter Scientific Association(EISCAT) and calculated by the date of ECT-02 to carry on the preliminary analysis on PMSE through the computer simulation of echo phenomenon along with the change of temperature and frequency in dust plasma.
