Severe weather appears in many kinds, changes constantly, leads to great harm, and thus deeply affects people’s production and life. Weather forecasting belongs to the category of complex systems engineering, and the focus of preventing and reducing natural disasters is that whether weather men have quick access to information, carry on overall analysis, make decisions, and quickly accurately make forecasting to track service products and broadcast in time. Currently most meteorological service software products are very discrete, only provides specific services, and have duplicate modules; besides local meteorology stations lack power to support the development of weather forecasting. To solve these problems, the meteorology station of Shandong Province brings a B/S architecture to implement a platform for monitoring and early warming of severe weather. This is a platform which categorizes and optimizes service flow, summarizes observation data, manages forecasting methods, and enhances directing and defending; this is an intensification of integrated business application platform which provides a great support environment for providing forecasting services.In the development of this platform, the implementing techniques and methods for modules of early warming defending, forecast data monitoring, alarming are of the main research focuses; PHP programing language, together with JavaScript, Ajax, Flash, WebGis, and multiple image processing techniques are employed to accomplish the corresponding development work.In this thesis, the background and related techniques are firstly summarized briefly, and then by analysis of system capability and important functions the design of function modules and important module flow is given, and the system database is designed in detail. In function implementation part, the producing of early warming and emergent product, the procedure for publishing and querying, the statistic function, and the graphical interface for showing system principles and producing procedure based on flash is given in detail. Based on WebGIS and multiple image processing techniques, by using maps, tables, charts, the system shows wind, rain, temperature, moisture observation data, and does statistics, analysis and display, and gives the important codes and graphical interface. At last the system is tested in detail to guarantee the usability and robustness.Severe weather monitoring and early warming platform takes early detection, early warming, early serving as principles, integrates data monitoring, alarming, defending warming, implements a procedure to starts from analysis of data observation and ends with quick and convenient forecast publishing, and by directing and reminding at the province level, through province-city-country’s interacting to improve monitoring and early warming abilities of local stations, and provides guarantee for the speed, accuracy and consistence of all level meteorological departments.
